The European Union is focusing on increasing competition in all parts of the European natural gas market. Being the second largest exporter of natural gas to the European market, Norway may worry that this will shift profits from the exporting countries towards the importing countries. We investigate how the regulating authorities of both upstream and downstram countries may apply strategic access pricing to its gas transmission networks in order to shift rents up or down the gas value chain. Among the results is that increased upstream competition may actually benefit the exporting countries, while harming the importing countries, in terms of national welfare.
